In 2025, Social Accountability Champions in Vihiga County, with support from TISA, carried out a shadow audit of the Vihiga County Hospital Plaza. This is a flagship health investment project first launched in 2015. The aim was to complement the Auditor General’s audit by providing a citizen-led perspective on whether the project has delivered value for money and met its intended health service goals.

This report lays bare the systemic plunder of Kenya’s present and future, driven by ballooning debt, the looting of public resources, and the steady collapse of essential services like healthcare, education, and access to dignified livelihoods.
Right to food is one of the fundamental human rights recognized at both national and global level. In Kenya, right to food is a constitutional guarantee (Article 43 1 C and 53 1 C) but despite this, almost 30 percent of the population is undernourished. The consequences of food insecurity are far-reaching.
To promote inclusive economic growth and empower special groups, Trans Nzoia County has
made significant commitments towards accessing government procurement opportunities. The
county, in collaboration with The Institute for Social Accountability (TISA), is leading the way in
ensuring that the Access to Government Procurement Opportunities (AGPO) is not just a
policy on paper, but a lived experience for the marginalized communities.
