A CITIZEN SHADOW AUDIT REPORT OF VIHIGA HOSPITAL PLAZA IN VIHIGA COUNTY.

In 2025, Social Accountability Champions in Vihiga County, with support from TISA, carried out a shadow audit of the Vihiga County Hospital Plaza. This is a flagship health investment project first launched in 2015. The aim was to complement the Auditor General’s audit by providing a citizen-led perspective on whether the project has delivered value for money and met its intended health service goals.

This audit is part of TISA’s broader learning journey under the SPARKe Programme Phase V, supported by the Ministry of Foreign Affairs of Denmark (DANIDA) through Uraia Trust. Since 2020, TISA has produced research and learning products as well as invested in strengthening citizen capacity in counties, including Vihiga to practice social accountability as a means towards promoting government responsiveness and improving service delivery.
