The wage burden of the state grows, not to serve the people, but to sustain an overfed elite that has expanded the cabinet, multiplied advisors, and entrenched itself in power with no regard for the suffering it leaves in its wake. This report also uncovers the darker underbelly of irregular dealings — the use of security budgets for shadowy transactions, the linkages between arms, minerals, and conflict, and the strategic neglect of institutions meant to protect the republic.
