Supplementary Budgets sum up the in-year adjustments made to different government programmes under the various Ministries, Departments and Agencies (MDAs). According to the notification by the National Assembly Clerk on 11th July 2024, the Supplementary Estimates I were informed by Article 223 of the Constitution and Section 44 of the Public Finance Management Act (PFMA) 2012 CAP 412A. Article 223 of the Constitution of Kenya stipulates the conditions under which additional money can be appropriated through Supplementary Budgets.
TISA defines social accountability as the process by which citizens hold duty-bearers responsible for their actions. This involves ensuring that individuals, agencies, and organizations, particularly those in the public sector, execute their powers under established standards, whether mutually agreed upon or not. TISA operates on the premise of addressing the challenge of holding duty-bearers accountable during the five-year intervals between election cycles.
The Institute for Social Accountability (TISA), as part of and the Convenor of the Okoa Uchumi Coalition, has closely been monitoring the escalating public debt crisis in Kenya. Since 2019, Kenya has increasingly been reliant on the International Monetary Fund for loan redemption, with IMF loans growing from Ksh. 49.2 billion as of June 2019 to Ksh. 421.5 billion as of December 2023. This is a situation that demands immediate attention and action.
The call by the Gen Z and Kenyans at large is that the government’s appetite for spending far outmatches the
country’s capacity to realize such revenues. Gen Zs and Kenyans are asking that we live within our means!
President Ruto’s assent of the Appropriation Bill is a betrayal and insult to the public. His actions are
tantamount to signing off expenditures whose financing Kenyans have forced him to reject. The glaring and
connected consequence is a spending deficit of more than Ksh. 1 trillion in FY 2024/25, which the
government will conveniently convert to public debt against citizens’ preference, and a disproportionate
intergenerational debt burden.
